  awal mula SEA games dapat di telusuri dari pesta olahraga semenanjung asia tenggara atau SEAP games. pada tanggal 22 mei 1958 delegasi dari negara-negara di semenanjung asia tenggara yang menghandiri pesta olahraga asia di tokyo,jepang mengadakan pertemuan dan sepakat untuk membentuk sebuah organisasi olahraga SEAP Games digagas oleh Luang Sukhum Nayapradit, yang saat itu menjabat sebagai wakil presiden komite olimpiiade thailand.  Rasional yang diajukan adalah bahwa ajang olahraga regional ini akan membantu mempromosikan kerja sama, pemahaman, dan hubungan antarnegara di kawasan Asia Tenggara. Enam negara, yaitu burma (kini myanmar), kamboja, laos, malaya (kini malaysia), thailand dan republik vietnam (Vietnam Selatan), menjadi anggota pendiri.  Negara-negara ini sepakat untuk menyelenggarakan pesta olahraga ini setiap dua tahun sekali pada bulan Juni mulai tahun 1959, dan Komite Federasi SEAP Games pun dibentuk setelahnya.
